First Due Leadership works with fire departments, EMS agencies, emergency management organizations, and governing bodies to strengthen leadership systems, improve organizational preparedness, and support compliance with applicable standards and best practices.

Our work is advisory, educational, and evaluative in nature. We do not provide operational response services, regulatory enforcement, or authority having jurisdiction (AHJ) functions. This allows us to serve as an independent partner focused on long-term capability, resilience, and performance.

Dan Kramer is a public safety executive, educator, and consultant with extensive experience in fire service leadership, emergency management, and organizational readiness.

Over the course of his career, Dan has served in senior leadership roles including Fire Chief and Emergency Management Coordinator, Deputy Fire Chief, Assistant Fire Chief, and Executive Director of a statewide fire service association. His work has included leading complex organizations, advising governing bodies, developing policy and training programs, and supporting agencies through periods of growth, transition, and increased accountability.

Dan’s experience spans municipal and special district fire departments, emergency management programs, statewide nonprofit leadership, and higher education. He currently serves in a senior operational leadership role within a Texas emergency services district and continues to contribute to the profession as an educator with the Texas A&M Engineering Extension Service and San Antonio College.

He holds a Master of Public Administration with a concentration in Emergency Management, a Bachelor of Science in Emergency Management Administration, and an Associate of Applied Science in Fire Protection Technology. Dan’s academic and professional background informs a practical, risk-aware approach to leadership, preparedness, and compliance.

Through First Due Leadership, Dan works with fire departments, EMS agencies, emergency management organizations, and governing authorities to strengthen leadership systems, improve organizational readiness, and support informed decision-making. His advisory work is grounded in real-world experience and a clear understanding of the operational, regulatory, and political environments in which public safety organizations operate.

Outside of his professional work, Dan values time with his wife and three children, who remain his greatest source of perspective and motivation.
